The U.S. Trade Representative announced on December 28, 2018 that certain products are now excluded from Section 301 for one year.
U.S. Customs issued instructions this afternoon indicating that 31 product categories have been excluded from List #1 of the Chinese sanctions under Section 301 effective now.
CBP will issue implementation instructions regarding entry procedures at a later date which will include details about the transmission of HTS#9903.88.05 to identify these 31 products and guidance on the application of retroactive benefits via Post Summary Correction (PSC) or Protest for any affected shipments with entries dated on or after July 6, 2018. Customs states that any updates to the Automated Commercial Environment (ACE) will occur ten days after the government shutdown has ended.
Product numbers (viii) to (xxxi) must not only be properly classified under the Harmonized Tariff Scheduled number included herein, but they must fully satisfy the product description detailed as well. The complete list of products is as follows:
(i) 8412.21.0075 (certain hydraulic power engines and motors)
(ii) 8418.69.0120 (self-contained drinking water coolers)
(iii) 8480.71.8045 (injection type molds for rubber of plastics)
(iv) 8482.10.5044 (single row radial bearings, not maximum or full capacity type, having an outside diameter of 9 mm and over but not over 30 mm)
(v) 8482.10.5048 (single row radial bearings, not maximum or full capacity type, having an outside diameter of over 30 mm and over but not over 52 mm)

(x) Stretchers of stainless steel, designed to move rollers to adjust tension of paper

(xi) Roller machines with dies for embossing paper, manually powered (described in
statistical reporting number 8420.10.9080)
(xii) Salad spinners of plastics, with capacity of at least 2.4 liters but not more than 3.8

(xiii) Nonelectric water filtration apparatus consisting of three cylinder-shaped filter
cartridges, each measuring 6.35 em by 26.67 em, having water storage tank and
plastic tubing measuring 0.63 em or more but not over 0.95 em, presented with

(xiv) Winches, each having a winch frame with a corrosion resistant coating and stainless
